Paris has chosen follow the lead of maverick UFO nation Brazil and resist US pressure to continue delaying disclosure until America feels it is ready for the event.

It is believed that a telephone hot-line has been set up in Paris to deal with queries from panicky citizens. A special division of France's police department is also to be established: to handle UFO reports.

The French have gone to so much effort to protect their culture from encroaching 'Anglo-Saxon' influences and now they are preparing to protect their culture from what might be even more powerful extraterrestrial forces.

It is believed Holland and Germany are set to soon follow France's lead.

Truth amnesty for ET-related crimes & ET technologies long sought by activists, whistleblowers, ETs

U.S. Senator Patrick Leahy (D-Vermont) has moved forward with his truth and reconciliation commission to investigate abuses during the Bush-Cheney Administration, by extending these abuses in a public petition letter to include “the use of torture, warrantless wiretapping, extraordinary rendition, and executive override of laws”. By including the “executive override of law”, Leahy has potentially opened up in the scope of the truth and reconciliation to crimes against and abuses against the U.S. constitution by secret treaties between the executive branch of the U.S. government and specific extraterrestrial civilizations. Ironically, a truth and reconciliation commission on ET-treaty crimes and ET-derived technologies has been long sought after by exopolitical activists, whistleblowers, and if we are to believe long-time ET contactees like Jim Sparks, by the treaty-signing extraterrestrial civilizations themselves. Senator Leahy and his fellow members of the U.S. Senate Judiciary Committee may yet not be conscious of these ramifications because public discourse about extraterrestrials has been prohibited in the U.S. since the 1953 CIA Robertson Panel, which decreed that mainstream media coverage of extraterrestrials issue include ridicule and disparagement.

Truth & reconciliation is a microcosm of the extraterrestrial issue

Exopolitics is the science of relations between our human civilization and other intelligent civilizations in the universe, and the truth-reconciliation issue is a microcosm of exopolitical relations.

The truth amnesty issue raised by Sen. Leahy’s call has implications among extraterrestrial civilizations who have been under secret treaty with the U.S. government and who by some reports want disclosure; among whistleblowers who are trying to bring abuses and crimes as well as ET-derived technologies to the public and who need the legal amnesty of a truth and reconciliation committee to “go public” and testify; among exopolitical activists who are making public the results of their research in a way that does not make them legally liable; and among major media (for example Washington Post) reporters who are still following 1953 Robertson Panel rules, and attacking the exopolitical activists in order to keep ET-related crimes and abuses, and benefits of the ET-derived technology secret, discourage truth amnesty, and forestall a change away from petroleum and nuclear energy sources.

This reporter was part a National Press Club (Washington, DC) press conference sponsored by the X-Conference in September 2007, which included a call for a truth & reconciliation commission regarding ET-related crimes and ET-derived technologies.

My statement at the press conference addressed the issues raised by Sen. Patrick Leahy’s call for a Bush Truth & Reconciliation Commission: “Truth-Amnesty Disclosure process is a promising avenue for Exopolitics because the embargo on the Extraterrestrial presence is based upon U.S. military-intelligence wanting to keep its top secret human-Extraterrestrial liaison programs sequestered from public scrutiny.”

“The motive of U.S. military-intelligence agencies has been to maintain a monopoly on advanced energy technology reportedly transferred and re-engineered for human use,” Webre said. “This advanced technology would virtually revolutionize the transport of people and goods on this planet, and would rejuvenate the biosphere.”

“As part of maintaining this secret sequestration, numerous constitutional and legal structures have been violated, and the constitutional decision-makers – the US President, the Congress, and the Courts as adjudicators, have been kept from knowledge of these secret liaison programs, as has the Fourth Estate – the Press - and our Scientific and Educational formal knowledge establishment,” Webre affirmed. “A well-funded U.S. military-intelligence disinformation campaign has been put into place to virtually destroy any knowledge about Universe society and advanced extraterrestrial sciences,” Webre said.

“Individual employees and officers within the national security state have over the course of six decades committed what would amount to a Tsunami of criminal acts under the U.S. Constitution and the U.S. criminal code against the U.S. government, the civilian population, and untold properties and enterprises”, Webre said. “I would argue that these acts rise to the level of war crimes under the Rome Statute of the International Court: Crimes Against Humanity; Aggressive War; Genocide; and War Crimes”, Webre stated. “That the acts were done in the course of a military-intelligence program of psychological warfare to protect secret human-Extraterrestrial liaison programs may or may not be a valid defense to criminal prosecution, depending on individual circumstances.”

“Disclosure must address this Gordian Knot – that individuals within the national security state who have knowledge of secret Extraterrestrial-human liaison programs, and of advanced energy technologies may want to disclose these, and cannot come forward for fear of criminal prosecution. Otherwise, we will continue to seek Disclosure as we have done in the past, with the same results, “ Webre stated.

Truth-amnesty & the forces for and against ET disclosure

There are powerful forces addressing ET truth-amnesty which now need to catalyze public support in the political system. These include the exopolitical activists, and members of the public who now beleive the government is hiding the ET presence (over 70%), extraterrestrial civilizations who are part of the secret treaties and want disclosure, whistleblowers who are waiting for legal amnesty to go public with their testimony of crimes and abuses, as well as the benefits of ET-derived technology. There are also retrograde forces in the mainstream media and in military-intelligence, who still follow the 1953 Robertson Panel rules and are determined to “spike” any initiative for ET-related truth amnesty.

Senate confirmation of Panetta opens door to CIA X-Files

On Friday morning, Leon Panetta was sworn in as the new Director of the Central Intelligence Agency. This was after the U.S. Senate, the night before, confirmed Panetta as the new Director of the Central Intelligence Agency on a voice vote. A day earlier, on Wednesday, the Senate Intelligence Committee approved him without dissent. At 70, Panetta becomes the oldest man ever to take charge of the CIA. In his first message to CIA employees, he said: "Throughout my 40-year career in government, I have made it a point to speak honestly to my colleagues, my coworkers, my constituents, and my president. I hope that we can speak honestly to each other and to those we serve."

Panetta achieved prominence as President Clinton’s Chief of Staff (1994-1997). He is a veteran political insider and his supporters hope he can rebuild morale in the CIA which was badly tarnished by faulty intelligence assessments that led to the Iraq war. Significantly, Panetta is close to John Podesta who served as Panetta’s deputy during the Clinton Administration. Podesta eventually succeeded Panetta as Clinton’s Chief of Staff from 1998-2001. Podesta served as co-chair of Obama’s transition team, and the selection of Panetta reflected Podesta’s influence.

Podesta has been an outspoken advocate of increased declassification of government documents. Both Panetta and Podesta were in key positions to support President Clinton’s Executive Order 12958 passed on April 17 1995. EO 12958 made it easier to declassify national security information that had been unnecessarily classified for decades. Podesta's influence was more recently seen in Obama's January 21 Presidential Memoranda on Open Government and Transparency, and Freedom of Information Act.

During the Clinton administration, Podesta was open about his interest in possible X-Files hidden in different government agencies as depicted in the hit television series. In fact, a video of a Clinton administration X-Files party is soon to be released under the Freedom of Information Act according to a Canadian UFO researcher. The X-Files was a term that could be traced to the FBI’s historic efforts to get to the bottom of the UFO phenomenon. These files were often categorized under "Flying Discs: Security Matter-X".This led to Podesta's support for declassification of many national security files, especially those concerning UFOs. On October 22, 2002, Podesta made a statement at the National Press Club concerning the legality of UFO information that has not been released to the public on national security grounds. He said: "I think it's time to open the books on questions that have remained in the dark on the question of government investigations of UFOs.”

Interest in finding about UFOs in the Clinton administration wasn’t just limited to Podesta. Webster Hubbell was a personal friend of President Clinton who had appointed him as associate attorney general of the Justice Department. In his autobiography, Hubbell wrote: "Clinton had said, 'If I put you over at Justice I want you to find the answers to two questions for me. One, who killed JFK? And two, are there UFOs?'... Clinton was dead serious. I had looked into both, but wasn't satisfied with the answers I was getting."

Bill Clinton’s interest in finding the truth of UFOs very likely influenced his choice of the last Intelligence Community outsider, who like Panetta, was asked to head the CIA. Former CIA Director James Woolsey was very interested in finding out about any UFO information secretly kept at the CIA. In fact, Woolsey was given an informal ‘briefing’ by Dr Stephen Greer in 1993 who told him what civilian researchers had discovered about UFOs. Woolsey then ordered the CIA to prepare a report on all its information about UFOs. Woolsey was part of a hushed up effort by the Clinton administration to find the truth about UFOs. His failure to force the CIA to give the Clinton administration access to its X-Files, is possibly why Woolsey eventually became estranged from President Clinton and rarely got to meet him.

The initial nominations of Panetta as CIA Director and Hillary Clinton as Secretary of State first signalled that the Obama administration was also interested in the declassification of X-Files from different government agencies. John Podesta was a key figure in the selection of Panetta and Clinton by Obama, and appears to be playing a similar role to what he played in the Clinton administration in encouraging the declassification of X-Files. The subsequent confirmation of Hillary Clinton as Secretary of State meant that a key Clinton era figure involved in an earlier effort to release government X-Files would once again be in a position to seek declassification of UFO information. Panetta's February 12 Senate confirmation now adds a powerful new element in what increasingly appears to be a coordinated effort by former Clinton era figures to steer the Obama administration towards locating and declassifying UFO files. Panetta is now in a position to finally finish what the Clintons had first attempted and pressure the CIA to release its deepest held secrets – X-Files concerning UFOs and extraterestrial life.

Do not accept “no” for an answer Mr. President – There is NOTHING that should be hidden from you as our representative. Nothing. No exceptions. There will obviously be valid national security items that must be safeguarded and non-disclosed for our safety. We trust you to keep us safe Mr. President, and we will accept whatever non-disclosures you feel are necessary. But we need the basic Truth disclosed now.

Until this “Truth Embargo” is ended there will be no public access to technologies derived from extraterrestrial vehicles in this critical time of mounting economic and environmental challenges. Dr. Steven Greer interview on Coast to Coast AM

Dr. Steven Greer is founder and CEO of Space Energy Access Systems and also the founder and Director of the Disclosure Project. He is an emergency physician and former chairman of the Department of Emergency Medicine at Caldwell Memorial Hospital. Dr. Greer is a lifetime member of Alpha Omega Alpha, the nation's most prestigious medical honor society. He has appeared on several national programs which include The Larry King Show, CBS, the BBC, and NTV in Japan. Dr. Greer has been supervising a world-wide search for alternative energy sources, specifically those known as zero-point or over-unity devices with the plan to identify and develop systems which will eliminate the need for fossil fuels.
Dr. Steven Greer returned to discuss his new memoir Hidden Truth: Forbidden Knowledge, as well as to comment on ufology and disclosure. His latest book chronicles his UFO/alien encounters that began at an early age. At 8 he saw his first UFO, a silvery disc, and later he began to have lucid dreams where he was onboard the craft. At 17, Greer said he had an NDE where he experienced "cosmic consciousness" (being at one with the universe) with two enlightened beings. Later in 1973, while at the top of a mountain, he described encountering a 3-4 ft.-tall ET lifeform that floated him into a spacecraft where he meditated with several ETs from different planetary systems. This experience eventually led Greer to form CSETI, an organization that trains people to communicate with ETs and to become "interplanetary ambassadors." (Not to be confused with SETI, the scientific institute which looks for intelligent signals from space--- Interestingly, Greer claimed that according to his inside source, SETI had recently received "very significant signals" but this information was being suppressed from the public.)
Through contacts made from CSETI, Greer developed The Disclosure Project, which gathered together noteworthy whistleblowers, government employees and witnesses who had important UFO information. But because of their press conference's proximity to 9/11, the Project became somewhat derailed.
Greer stressed the positive side of the ET experience. He suggested that negative scenarios such as reported in the abduction syndrome may be the product of counterintelligence/psyop campaigns using fake aliens & spaceships to instill fear in order to boost funding for the weaponization of space.

"Today the Obama-Biden transition team started an unprecedented move in transparency and openness to the public in a move to get feedback from the public. The team launched "Your Seat at the Table" on Change.gov, giving ordinary citizens the opportunity to discuss and give feedback on documents given to the Obama-Biden transition team by lobbying and other groups, right on the Web site in true forum-style. From the Web site:

Talking face-to-face with advocates and experts is a vital part of the Transition. But in past transitions, meetings like these took place behind closed doors and lacked the public input and transparency we're working hard to provide.

Documents from meetings with these groups are available now. Check out our new Seat at the Table feature on Change.gov, dig in to materials we've provided, and let us know what you think."

On the site, you'll find documents ranging from the "Latino Leadership Report to Congress" to the "Woman Business Owner's Platform for Growth". Each document provides a place to comment about the story, or submit additional documents related to the story. Each commenter is given the opportunity to then follow each discussion in their favorite RSS reader. In essence, the Obama transition team has created a wiki surrounding these articles, giving the public full participation around the discussion table. Commenters are already getting involved on each document, and there is some very intelligent discussion organizing around each one, showing the willingness and desire of the American public to have a part in this process.

Obama is very quickly appearing to mimick the likes of FDR with his open government approach, and perhaps his youthful understanding of technology, use of a Blackberry and iPod, younger kids, and family are all contributing factors to why his future administration and current transition team seem willing to do this. We have seen similar campaigns from corporations like Pepsi, opening forums to listen to customers on FriendFeed, but never the likes of a President-elect.

In any means, the Obama administration is showing their willingness to listen and certainly adapt as they transition into the role of President. Their understanding and adaptation of technologies is unprecedented, and makes me very excited to see what's in store, and what they can legally do when Obama gives the oath into Presidency."

At the beginning of 2007, the steering committee of OpenTheGovernment.org put a spotlight on the importance of developing recommendations for the next administration and Congress to strengthen government transparency. OMB Watch agreed to spearhead such a project and to work with the OpenTheGovernment.org coalition and others in fashioning recommendations.
With support from the Bauman Foundation, Carnegie Corporation, CS Fund, Ford Foundation, Open Society Institute, Rockefeller Brothers Fund, and the Sunlight Foundation, OMB Watch garnered the needed resources to undertake this initiative, the 21st Century Right to Know Project, in a comprehensive, inclusive manner. From the start – which was a retreat at the Pocantico Conference Center in New York – we involved a diverse cast of characters. We invited individuals representing good government groups, professional associations, the journalism community, unions, philanthropy, and academia. There were people from the left and right; activists and bloggers; and technology and policy experts.
That retreat demonstrated that although we may have differing views about the role of government or strikingly different perspectives on various public policy issues, we had one thing in common: we all strongly believed in the public’s right to know.
As a result of this common ground – and a recognition that secrecy in government has grown to intolerable levels – this initiative became more than simply a project. It was really like a coalition of conservatives, libertarians, and progressives from around the country. There have been hundreds of people involved in developing these recommendations. This project is a testament to the fact that government openness is neither a left nor a right issue. It is an American issue.
Taken in total, the recommendations in this report propose a transformational role for government. It calls for reconnecting our government with all of us, “We,
the people.” It calls on government to move its methods for serving the public’s right to know into the 21st century; for adopting Web 2.0 thinking and strategies. And it calls on government to make itself more open than any past administration in order to rebuild trust and accountability in our government." (read more)

Obama called to release X-Files

UFO enthusiasts are pressing Barack Obama to release classified documents about sightings of alien spacecraft, encouraged by support from within the President-Elect's own White House team.

Desperate to see the US emulate the British Government and disclose reported "contact" with UFOs, the enthusiasts have written to Mr Obama to ask that his administration comes clean about the contents of America's "X-Files".

They believe they have good prospects of success after public statements of support from both John Podesta, who is running Mr Obama's White House transition team, and Bill Richardson, the Governor of New Mexico - a UFO sighting hotspot - who is expected to secure a cabinet post.

In the letter to Mr Obama, the Extraterrestrial Phenomenon Political Action Committee calls on the President-Elect to

end the six-decade truth embargo regarding an extraterrestrial presence engaging the human race".

The group wants the incoming president to insist on a "full briefing from your military services and intelligence agencies regarding what they know" and to open congressional hearings "to take testimony from scores of government witnesses who have already come forward with extraordinary evidence and are prepared to testify under oath."

The campaigners, who resent their common portrayal as nuts and conspiracy theorists, have high hopes of success due to their inside track with Mr Obama.

When he was the White House chief of staff under Bill Clinton, Mr Podesta led a project to declassify 800 million pages of intelligence documents. In a press conference, still available to watch on the YouTube website, Mr Podesta said: "It is time for the government to declassify records that are more than 25 years old and to provide scientists with data that will assist in determining the real nature of this phenomenon."

Gov Richardson, a former presidential candidate and fellow UFO aficionado, has written a forward to a book on the so-called Roswell Incident in New Mexico, where campaigners believe an alien spacecraft crash landed near the town of Roswell in 1947 and that the corpses of humanoid aliens have been kept hidden under lock and key by the government.

He has called for full disclosure by the Pentagon of what really occurred and reiterated his belief that there had been a "cover-up" during a presidential debate last year.

The campaigners, who want the truth "out there", believe that the British Government's decision to declassify thousands of UFO sighting documents this year has made it untenable for the US to maintain its policy of non-disclosure.

Only last week a US Air Force pilot, Milton Torres, whose testimony was released from the British archives, appeared on US television explaining how he was ordered to shoot down a large UFO over the UK in 1957 and then silenced by military officials, who told him never to speak of the incident.

Stephen Bassett, Executive Director of the Extraterrestrial Phenomenon Political Action Committee, expects to have gathered 40,000 signatures via email and fax by Mr Obama's inauguration day on Jan 20 in support of his calls for openness.

He told The Sunday Telegraph: "The truth embargo is now at the end of the line. The release of documents in Britain and France has put huge pressure on the US. It makes the government here look pretty stupid.

"I think we are seeing the Democrats moving towards disclosure. John Podesta has outed himself as an enthusiast. He thinks the American public can handle the truth. Bill Richardson thinks there was a cover-up."

Mr Bassett also believes that military and intelligence officials have studied the technology of alien spacecraft, material that would help the US develop new energy resources, as Mr Obama wishes, that will lessen US dependency on Middle Eastern oil.

John Podesta: from Clinton's X-Files man to Obama's Transition Chief

Obama's Transition man is John Podesta, former White House Chief of Staff to Bill Clinton and the current President and Chief Executive Office of the Center for American Progress - a Washington, DC progressive think tank.

If anyone knows the truth about Roswell, N.M., it’s Mr. Podesta. He is said to be the only White House chief of staff ever to appear on the Sci Fi Channel. A fanatic jogger and marathon runner also known as a master chef who once wrote a monthly cooking column in a Washington magazine. Also known for occasional dark moods that prompt friends and colleagues to refer to his “evil twin, Skippy.”

He’s not kept it secret that he’s quite interested in UFOs, and is apparently friends with Stephen Bassett, the Washington “UFO Discosure lobbyist,” the Executive Director of the Paradigm Research Group that organizes the X-Conferences. Why Energy Secretary? There’s the interesting twist. Many in the UFO community believe that the U.S. Government possesses alien technology that would offer new forms of clean energy if it could only be wrested from the control of the military-industrial complex. The Washington Post also referenced Podesta's "fanatical devotion to the X-Files." They quoted Clinton Press Secretary Mike McCurry who stated, "John can get totally maniacal and phobic on certain subjects. He’s been known to pick up the phone and call the Air Force and ask them what’s going on in Area 51."

Podesta’s public position on UFOs is also conservative. In speaking with the Las Vegas Journal he simply stated, "I think it’s time to open the books on questions that have remained in the dark on the question of government investigations of UFOs."

When asked about Area 51, Podesta stated, "My tendency is to try and err on the side of openness rather than on the side of secrecy, and I think a thorough review about whether more information could be brought to light (about Area 51) would be a worthwhile enterprise." Asked if "Area 51 harbors government information about UFOs," Podesta said, "I can answer that, no."

On October 22 Sci-Fi Channel hosted a Washington UFO news conference. Podesta appeared as a member of the public relations firm hired by Sci-Fi to help get the government to open up documents on the subject. In reporting on the news conference, CNN.com quoted Podesta as saying "It is time for the government to declassify records that are more than 25 years old and to provide scientists with data that will assist in determining the true nature of the phenomena."

The 25-year concept was a tenet of a Clinton administration policy embodied in the Clinton 1995 Executive Order 12958. This policy of classification and declassification was set up to deal with a concern shared by Podesta and President Clinton. They sought a proper balance of "openness in government" vs. what Podesta coined as "unthinking secrecy." In short the Clinton EO set up a policy that all government documents would be declassified after 25 years except in exception circumstances.

The 12958 Executive Order had exceptional success in moving government documents into public view. Between 1995 and 2000, 800 million pages of documents were declassified, compared to 188 million documents in the 15 years previous.

The Sci-Fi strategy of employing the high-powered John Podesta is part of an effort by the Sci-Fi Channel to gain release of secret government records on unidentified flying objects. According to Ed Rothschild, the coordinator of the new group formed by Sci-Fi to help achieve that end, ‘The Sci-Fi channel has had an interest in (UFOs) for some time. The difference here is that they are focusing attention to the serious, factual side of the issue, and that scientists have not had a chance to thoroughly examine it."

The strategy, however, comes with a few drawbacks. Firstly, Podesta is from a democratic administration, which appeared to have been cut out of the world of people who control the UFO secret. There are many stories told of how the Clinton administration attempted to initiate disclosure on UFOs but failed.
