Two whistleblowers, both formerly involved in secret research and development projects undertaken by US defense agencies, have independently verified their secret teleportation to US bases on Mars, and to meeting intelligent Martian extraterrestrial life. Their accounts are now available on the Internet, and can be seen below in this article.
One of the whistleblowers, Arthur Neumann, who until recently referred to himself as Henry Deacon for fear of retaliation, was formerly associated with a U.S. government agency,
On July 25, 2009, at the European Exopolitics Congress in Barcelona, Mr. Neumann publicly stated, “There is life on Mars. There are bases on Mars. I have been there.” The following day, Mr. Neumann participated in Futuretalk, a Project Camelot documentary interview, in which he provided details of his teleporting to a base on Mars and participating in a one-hour project meeting, which was also attended by representatives of an intelligent civilization that lives in cities under the surface of Mars.
The other whistleblower, lawyer Andrew D. Basiago, is a former child participant in a secret time travel project launched by the US Defense Advanced Research Projects Agency (DARPA). In a six-hour interview released August 31, 2009, Mr. Basiago “relates his experiences in DARPA’s Project Pegasus during the period 1969 to 1972, and describes probes to past and future events that he took via teleportation and chronovision during the early days of time-space exploration by the US government.
“He [Mr. Basiago] confirms that the United States has been teleporting individuals to Mars for decades and recounts the awe-inspiring and terrifying trips that he took to Mars in 1981 after he was tapped to go there because he had teleported as a child participant in Project Pegasus.”
Mr. Basiago has also publicly confirmed that in 1970, in the company of his late father, Raymond F. Basiago, an engineer for The Ralph M. Parsons Company who worked on classified aerospace projects, he met three Martian astronauts at the Curtiss-Wright Aeronautical Company facility in Wood Ridge, New Jersey while the Martians were there on a liaison mission to Earth and meeting with US defense-technical personnel.

Whistleblower Andrew D. Basiago and the hidden history of the discovery of life on Mars
Mr. Basiago was recently featured in “A Conversation with Andrew D. Basiago,” a six-hour interview posted by Jessica Schab on YouTube.
In the 39-part interview, he relates his experiences in DARPA’s Project Pegasus as one of America’s early time-space explorers during the period 1969-72 and narrates the seven episodes over 40 years in which the CIA, in possession of a “quantum access” capability since 1967-68, briefed him about his destiny as a public figure who would one day be principally associated with the discovery of life on Mars.
Ms. Schab writes that in this “six-hour interview, American lawyer Andrew D. Basiago, 47, narrates the hidden history of his discovery of life on Mars in 2008 and reveals the fact that by 1968 the US intelligence community was already aware of aspects of his later Mars work.

Ms. Schab continues, “During his lecture, Andy shared numerous photographic images evidencing his discovery of life on Mars, including many photos of humanoid beings, different animal species, carved statues and built structures on Mars that put him at the forefront of Mars research.
“Throughout the weekend, Andy lectured at his table to small groups of conference-goers, who came and sat in rapt attention as he shared stories about his experiences as a child in Project Pegasus, the secret US research program in which time travel was the focus.

How to evaluate the significance of the Mars testimony of Arthur Neumann and Andrew D. Basiago
Arthur Neumann and Andrew D. Basiago are each intelligent, credible professionals with histories as former participants in top secret projects sponsored by US government agencies, including DARPA. Their separate and independent revelations that each has secretly teleported to bases on Mars provide strong corroborative evidence for the existence of a permanent teleportation mechanism linking Earth and Mars, and for the existence of functioning bases of the US government on Mars.
According to Mr. Basiago, the US government has had a fully operational teleportation capability since 1967-68, and by 1969-70, was already training a cadre of gifted and talented American schoolchildren, including himself, to become America’s first generation of “chrononauts” or time-space explorers.
This training, he said, culminated in 1981, when, as a 19-year-old, he teleported to Mars, first by himself after being prepared for the trip by CIA officer Courtney M. Hunt, and then a second time in the company of Hunt. Both trips, Mr. Basiago said, were made via a “jump room” located at a CIA facility in El Segundo, CA. The apparent purpose of the trips to Mars was to familiarize him with Mars because the CIA knew of his destiny as the discoverer of life on Mars and deemed it important that he visit Mars and experience it first-hand.
Mr. Basiago’s involvement in US time-space research as a child, as well as Courtney M. Hunt’s identity as a CIA officer, have been confirmed by Dr. Jean Maria Arrigo, an ethicist who works closely with US military and intelligence agencies, and by US Army Captain Ernest Garcia, whose storied career in US intelligence included both serving as a guard on the Dead Sea Scroll expeditions of Israeli archaeologist Yigal Yadin and as the Army security attaché to DARPA’s Project Pegasus.
Arthur Neumann has stated that he teleported to Mars in order to participate in an project meeting there at which Martian extraterrestrials were present. Mr. Basiago has publicly stated that he and his father briefly met three Martian astronauts at a US defense contractor location while the Martians were there on a liaison visit from Mars.
These independent whistleblower statements, in turn, provide a threshold of corroborative evidence that an intelligent civilization lives under the surface of Mars, and that this civilization is involved in on-going secret liaison programs with agencies of the US government, including the CIA.
There were seven times in his life when the CIA informed Mr. Basiago about some aspect of his future Mars work.
Five of the episodes were informational briefings in which aspects of his future landmark paper The Discovery of Life on Mars (2008), establishing the existence of life forms on the ecologically fragile surface of Mars, were revealed to him.
The other two episodes – the meeting with the Martian astronauts at Curtiss-Wright in 1970 and his two trips to Mars in 1981 – were practical exercises in which Mr. Basiago’s future role in making public the existence of a strategic relationship between the US government and the Martian civilization seems to have been the purpose.
The seven briefings apparently resulted from a finding by the CIA, made some time around 1967-68, that Mr. Basiago’s future Mars writings were of international security significance. According to Basiago, when the CIA asked him to teleport to Mars in 1981, he was told that he had to go to Mars but not told why he had to go.
Mr. Basiago told the Examiner:
“When I asked Courtney M. Hunt why I had to teleport to Mars, he said, ‘Because the survival of the human race depends on it.’ At this point, we can only guess at what my CIA contact knew. I wish I knew.
“Clearly, I was qualified to teleport to Mars because I had teleported back and forth between New Jersey and New Mexico as one of the children attached to Project Pegasus. But the broader reason why I had to teleport to Mars remains a mystery.
“Maybe it involved the normalization of relations between Earth and Mars pertaining to an extraterrestrial defense posture that was then being established. Maybe it was something as basic as the fact that they knew that my discovery of life on Mars would inspire the next generation of Americans to become astronauts and space scientists.
“All I know is that it was a journey to Mars that the CIA had determined that I absolutely had to make and that I could not decline. Today, I’m glad that I went to Mars, because it gave me an understanding of what Mars is like, and this understanding informs the works of natural history that I am currently writing about life on Mars.”

Lennon was famous throughout the world for his music and peace activism. Lesser known to many was his interest in the existence of extraterrestrial life and its visitations to earth. Lennon saw a UFO “flying saucer” outside the rooftop deck of his apartment in New York City August 23, 1974.

It’s not just Exopolitics experts like Webre, and deceased celebrity musicians that talked about extraterrestrial life. According to George Filer, during the Apollo landing, Neil Armstrong, the “first man on the moon” said, "They're here. They are right over there and look at the size of those ships. And, it is obvious they don't like us being here". Dr. Edgar Mitchell, the sixth man to walk on the moon, has been very vocal about ending the government cover-up of UFOs and extraterrestrial civilizations.
The moon bombing would result in a five-mile wide crater that could engulf most of Washington, D.C. ‘As you sow, so shall you reap’. If nothing else, maybe NASA will dig their own grave on the moon. Then their free reign and squandering of taxpayer money amidst allegations of fraud and waste will come to an end far away from intelligent, civilized society.
As more comes to light about the moon bombing, more questions arise as to the true purpose of such a destructive act. Some ask if the U.S. is declaring war on extraterrestrials to provoke a pre-emptive attack that will bolster sales in the global weapons industry. Or maybe the idea is about the U.S. going to ridiculous and expensive extremes to cover-up evidence that extraterrestrial intelligent life has been on the moon and has visited earth. Others suggest that illiegal secret projects related to extraterrestrial civilizations use up a big chunk of the estimated “$2.3 trillion in expenditures that can’t be accounted for” as previously mentioned by former Secretary of Defense Donald Rumsfeld.
Time will tell but hopefully NASA will come to its senses before it's too late. The grassroots Denver ballot initiative to create and Extraterrestrial Affairs Commission is attempting to address issues like this from a local perspective but will not be on the ballot for a vote before the moon bombing.

Senator Leahy and his fellow members of the U.S. Senate Judiciary Committee may yet not be conscious of these ramifications because public discourse about extraterrestrials has been prohibited in the U.S. since the 1953 CIA Robertson Panel, which decreed that mainstream media coverage of extraterrestrials issue include ridicule and disparagement.
Michael Salla, Ph.D.Honolulu Exopolitics ExaminerLeahy’s proposal is a compromise between those wanting Attorney General Eric Holder to investigate wrong doing during the Bush administration, and those seeking, in the words of Leahy, to “obstruct and delay” such an investigation. Leahy further elaborated on the merits of his “middle ground” position:
Over the last month, I have suggested a middle ground to get to the truth of what went on during the last several years, in a way that invites cooperation. I believe that that might best be accomplished though a nonpartisan commission of inquiry…. Such a commission of inquiry would shed light on what mistakes were made so that we can learn from these errors and not repeat them.”
If a Truth Commission goes ahead, then former Bush administration officials are given amnesty to testify about all they knew. According to Leahy:
People with first-hand knowledge would be invited to come forward and share their experiences and insight, not for purposes of constructing criminal indictments, but to assemble the facts. If needed, such a process could involve subpoena powers, and even authority to obtain immunity to secure information, in order to get to the whole truth. Of course, this avenue would be pursued in consultation with the Justice Department and would not rule out prosecution for perjury."
A Truth Commission will encourage many former officials, in exchange for amnesty, to testify about all they know and did. Many illegal activities can be revealed that occurred in classified programs that provide cover for those authorizing such activities. The idea of restricting a Truth Commission solely to the Bush administration’s policies in dealing with detained prisoners, however, should be dismissed. A much broader mandate is needed.
Turley and other "Truth Commission" critics overlook the high standards of evidence needed to successfully prosecute criminal cases. For example, the criminal investigation into the leaking of covert CIA officer Valerie Plame's name lasted more than three years (December 2003 - March 2007) and resulted in the conviction of a single person many regard as a scapegoat - Lewis “Scooter” Libby. More senior officials responsible for authorizing Valerie Plame’s name for political purposes were never prosecuted since documentary evidence was hidden and/or destroyed. A Truth Commission would be more likely to have the truth emerge on Bush administration policies since it would not be burdened by the high evidentiary standards needed for criminal prosecution.
If Leahy’s Truth Commission goes ahead with a broader mandate to explore all wrong doing in the Bush administration, then truth will emerge about more issues rather than soley the treatment of terrorism detainees. Three months after President Bush began office on January 20, 2001, a Press Conference was held at the National Press Club in Washington DC., concerning UFOs. Twenty two witnesses came forward on May 9, 2001, to reveal evidence that UFOs are intelligently guided vehicles of possible extraterrestrial origin, and governments are illegally suppressing the release of this information. Four months later, the world was absorbed by events on September 11, and interest in the May 9 UFO Press Conference quickly waned. There has been relatively little interest in a possible relationship between 9-11 and UFO secrets revealed at the May 9, 2001 Press Conference. A Truth Commission will do much to release the secrets behind unanswered questions concerning 9-11 and the truth behind the UFO phenomenon.
Surprised? Most people think UFO hunters are looking for little green men to capture and study, like zoo animals or lab specimens. But if intelligent beings have conquered long-distance space flight, don’t they deserve respect, as well as the kindness even the least creatures on our planet deserve? The nascent discipline of exopolitics involves not only how much the government knows about this issue, but how to establish peaceful relations with an alien race when contact is made.
I jumped into the discussion a couple of years ago when I wrote that we have no business leaving this planet when we don’t yet know how to behave right here at home. This column became the last section of my book, The World I Imagine: A creative manual for ending poverty and building peace.

The flashmob concept was reengineered from quirky ad-hoc street theater into quirky ad-hoc political protest. When you stop to consider that substantially more people believe the government is not telling everything it knows about ET/UFO activity or believe that there is life operating beyond earth than voted for Obama in the first place, it becomes clear that there may not be a political downside to disclosure for the administration—not from a widespread self-informed public, at least. And remember that this is an administration who won what once seemed like an impossible election victory in no small part through its concerted and savvy use of Web 2.0 technology. Online Media Daily stated that Obama was the "first occupant of the White House to have won a presidential election on the Web."
While many politicians are just getting up to speed on the concept of having a website and running a browser, the vast, immediate and personal power of social networking is changing the nature of modern social reality.
Facebook is the killer app for disclosure advocacy. If a Facebook enabled constituancy can elect a President, it can enable disclosure. Social networking applications, from MySpace down to Twitter seem trivial at first glance to media observers used to the booming power of a newspaper press running at full tilt or the constant and pervasive visual dynamics of a television broadcast network. But social networking applications are what the military would characterize as a 'force multiplier', magnifying the effect of the ideas Salla, Peckman and others present and turning them into instant memes.
What remains to be seen is if the exopolitical advocates can persuasively make the case to the American technoliterati that ending UFO secrecy, denial and ridicule is in the the collective best interest of those who know how to twitter. If so, and if the novel mechanisms Shirky illustrates evolve to address ET denial, it could dramatically alter the political calculus the administration would use when contemplating the most paradigm changing policy shift since the country renounced slavery.
If large numbers of average Americans, fed up with the cost of gas, pollution, environmental damage, the lies, secrecy and denial were to begin to flashmob the local capital building as a result of spontaneously generated citizen advocacy, acknowledging the existence of ET would eventually become a mere formality for the administration.
And something like that is what it would take, conventional wisdom has it, for the Obama adminstration to take such a dramatic step forward in public UFO policy.
If they do, then the world could proceed to the next logical question:

The initial nominations of Panetta as CIA Director and Hillary Clinton as Secretary of State first signalled that the Obama administration was also interested in the declassification of X-Files from different government agencies. John Podesta was a key figure in the selection of Panetta and Clinton by Obama, and appears to be playing a similar role to what he played in the Clinton administration in encouraging the declassification of X-Files. The subsequent confirmation of Hillary Clinton as Secretary of State meant that a key Clinton era figure involved in an earlier effort to release government X-Files would once again be in a position to seek declassification of UFO information. Panetta's February 12 Senate confirmation now adds a powerful new element in what increasingly appears to be a coordinated effort by former Clinton era figures to steer the Obama administration towards locating and declassifying UFO files. Panetta is now in a position to finally finish what the Clintons had first attempted and pressure the CIA to release its deepest held secrets – X-Files concerning UFOs and extraterestrial life.

The “Exopolitics” Model of the Universe
“Exopolitics”, the new political science of outer space, is the science of relations between our human civilization and other intelligent civilizations in the universe.
The Exopolitics Model of the universe, first presented in June 2000 by this author at a scholarly conference at the University of Wyoming chaired by Prof. Leo Sprinkle, may be one candidate for triggering a crucial sea change in human perception.
The Exopolitics Model of the universe is the obverse of the 20th century canon of science, which held that all intelligent life ends at earth’s geostationary orbit.
The 20th century penalty for any professional, educator, journalist, or government official not towing the scientific canon that only earth harbored intelligent life was probable loss of employment, professional status, and harassment by government authorities.
The Exopolitics Model holds that we live in a highly populated universe filled with intelligent, evolving civilizations operating under universal law, with governance systems and mediated by universe politics. We on earth are just becoming aware that we live in a populated universe.
Like all models, Exopolitics provides a path for minds to go where they had not ventured before. The Exopolitics Model provides the interface between human and Extraterrestrial societies.
The Exopolitics Model is a human version of the 100 monkeys syndrome - that 100 monkeys washing their yams on one island will result in all monkeys on all islands washing their yams.
Exopolitics allows us all to internalize a truth: that we are part of a populated cosmos and that the neighbors are outreaching to us at this time.
As Thomas Kuhn (author of The Structure of Scientific Revolutions) has written, scientific revolutions come about in paradigm-shifts, in sea-changes about the way that our entire human species chooses to see its reality.
No amount of scientific data will change any single individual’s mind about humanity’s living in a populated universe, filled with diverse advanced civilizations, some of which are seeking to engage us now. Each person has to want to change her or his own mind, on the basis of available data and context.
Here is some hard, scientific evidence that the exopolitical paradigm shift is well underway.
More adult Americans (67%) believe in the existence of intelligent life on other planets than voted in the historic 2008 U.S. Presidential election (61.6% of eligible voters) of President Barack Hussein Obama in the largest voter turnout in 40 years.
